About Law Centre II

Established in 1971, Law Centre II is one of India’s premier legal institutions, located at Umang Bhawan, Chhatra Marg. With nearly 3,000 students, the Centre is known for its strong emphasis on ethical legal education, research orientation, interdisciplinary inquiry, and social responsibility.

Its alumni network includes members of the judiciary, senior advocates, bureaucrats, academicians, and policymakers contributing significantly to India’s legal and governance framework.

About the National Parliamentary Debate

Law Centre II proudly announces the 2nd Edition of the Smt. Sushma Swaraj Memorial National Parliamentary Debate, scheduled for:

Date- 28th–29th March 2026
Location- Umang Bhawan, Faculty of Law, University of Delhi

The competition builds upon the success of its inaugural 2025 edition and aims to provide a rigorous platform for structured parliamentary discourse on nationally significant issues.

Named in memory of Sushma Swaraj, the debate celebrates her legacy of eloquence, leadership, and parliamentary excellence.

Competition Structure

Preliminary Rounds (Offline)

  • 32 teams (First Come, First Serve basis)
  • Two qualifying rounds
  • Teams argue both sides

Knockout Stages

  • Quarterfinals: Top 8 teams
  • Semifinals: Quarterfinal winners
  • Final Round: Championship round

Speaking Time:

  • 6 minutes per speaker
  • 1 minute conclusion
  • Followed by rebuttals and judicial questioning

Strict decorum, parliamentary language, and time discipline are mandatory.

Marking & Evaluation

Each speaker (50 marks) evaluated on:

  • Content Quality
  • Subject Knowledge
  • Confidence
  • Command over Language
  • Time Management
  • Question Handling
  • Dress Code & Conduct

Team Total: 100 Marks

Awards & Recognition

Winner Team – Trophy, Certificate & ₹7,000
Runner-Up Team – Trophy, Certificate & ₹5,000
Best Debater – Trophy, Certificate & ₹4,000

All participants will receive certificates at the Valedictory Ceremony.

Registration Details

  • DU Students: ₹800 per team
  • Non-DU Students: ₹944 per team (inclusive of GST)
  • Maximum two teams per institution
  • Entry on First Come, First Serve basis

Deadline: 15th March 2026
