Union Public Service Commission is hiring an Additional Government Advocate at Ministry of Law and Justice.
Eligibility
A. Educational Qualification
Degree in Law from a recognised University or an equivalent qualification.
B. Experience
The candidate should meet any one of the following criteria:
- He should have been a member of a State Judicial Service for a period of not less than thirteen years; or
- He should have held a superior post in the Legal Department of a State for a period of not less than thirteen years; or
- He should be a Central Government servant with not less than thirteen years’ experience in legal affairs; or
- He should be a qualified legal practitioner.
Notes
I) The term qualified legal practitioner, in relation to appointment to a duty post in Grade II by direct recruitment, means:
- An advocate or a pleader who has practiced for at least thirteen years; or
- An attorney of the High Court of Bombay or Calcutta who has practiced as such attorney and as an advocate for a total period of at least eleven years.
II) The term superior post in the Legal Department of a State means a post in the State Government that is not clerical in nature and requires a Degree in Law as a qualification for appointment.
III) In computing the period of service, any time during which the person has held any of the above offices (State Judicial Service, superior post in the Legal Department of a State, or a post under the Central Government) shall be included, along with any period of practice as a legal practitioner.
IV) In computing the period of practice as a qualified legal practitioner, any time spent holding office in the State Judicial Service, in a superior post in the Legal Department of a State, or as a Central Government servant with experience in legal affairs shall also be included.
V) The meaning of the term legal affairs is broad and may be construed to include the following:
a) Rendering legal advice on all matters, including conveyancing;
b) Conducting court cases and appearing in courts as a Government Pleader or Public Prosecutor.
Note: Mere drafting of pleadings without substantive legal input shall not qualify as conduct of court cases.
The term legal affairs does not have a statutory definition. However, all matters relating to law and the conduct of litigation in courts or quasi-judicial forums form part of legal affairs. For recruitment to a post in legal affairs under the Central Government, a Degree in Law is an essential prerequisite, along with post-qualification experience. Experience in legal affairs in the Central Government is construed as the discharge of duties pertaining to legal matters, requiring an LL.B. degree.
VI) Post-qualification experience shall be counted with reference to the minimum prescribed qualification.
- If the prescribed qualification is LL.B., only post-LL.B. experience shall be considered.
- If the prescribed qualification is LL.M., only post-LL.M. experience shall be considered.
Responsibilities
- to give advice on all matters referred by the various Ministries/Departments of the Government of India.
- to look after Government litigation work.
- to conduct court cases and to appear in courts on behalf of the Central Government, wherever required and
- to perform administrative and other works as may be assigned.

Pay Scale
As per the 7th CPC, Level-13 in the Pay Matrix is ₹1,18,500–₹2,14,100. At initial appointment, total emoluments (excluding HRA and TA) will be ₹1,18,500 plus Dearness Allowance (DA) as applicable per month.
Location
New Delhi/Mumbai/Kolkata/Chennai/Bengaluru. Liable to serve anywhere in India.
