Law Centre II, established in 1971, is one of the premier institutions under the University of Delhi. The Centre has a rich legacy of producing distinguished legal professionals and scholars. With a research-focused academic environment, Law Centre II fosters intellectual growth and critical thinking among its nearly 3,000 law students.
About the Competition
The Smt. Sushma Swaraj Memorial National Parliamentary Debate 2026 is a national-level parliamentary debate competition that simulates legislative deliberations. Participants are required to critically analyze complex legal and policy issues, develop structured arguments, and present them before an adjudicating panel.
The motion for the second edition is:
“This House Believes That Accountability Through Punishment is Necessary to Address Juvenile Delinquency.”
The debate will explore key legal and policy questions surrounding the Juvenile Justice (Care and Protection of Children) Act, focusing on the tension between reformative justice and accountability in cases involving juvenile offenders.
Objective:
- To promote constitutional and policy-based debate on contemporary legal issues.
- To encourage analytical reasoning and evidence-based advocacy among law students.
- To foster academic discussion on juvenile justice, criminology, and legislative policy.
Participants Must:
- Engage in constitutional analysis and policy reasoning.
- Present well-structured arguments based on legal principles and precedents.
- Demonstrate logical reasoning and informed dissent.
- Maintain professional discipline and parliamentary decorum during debate.
- Persuade adjudicators using evidence-based arguments.
Eligibility
- Open to students from law colleges and universities across India.
- Maximum two teams per institution.
- Participation is limited to 32 teams, on a first-come, first-served basis.
